I've searched the internet and found there are several wireless mobile adapter for CF-19s. Gobi2000 is 3G CDMA? adapter and Gobi5000 is for 4G LTE.
I'm not sure that my Mk4 CF-19 supports the Gobi5000 4G LTE, but would try.
Sierra Wireless' MC7355 is compatible with Panasonic Toughbooks as I searched the internet. Following is technical datasheet for the MC7355.

There are several Stock Keeping Unit (SKU) for MC7355. I'm not sure what is exactly different between SKU. I think the firmware or something would be different depending on the service carrier or computer/laptop manufacturer.
Regarding the SKU, what I could found was,
SKU 1101888 is for Panasonic
SKU 1101906 is for OEM (I'm not sure the exact meaning of the OEM. Sierra WIreless? Then not modified and pure hardware?)
SKU 1101796 is for Dell.
