민간 항공기에 대한 Marshalling Signal, 수신호는 ICAO Annex 2, Rules of the Air에 규정되어 있다.

ICAO Annex 2, Rules of the Air의 Paragraph 3.4 Signal 부분에는 다음과 같이 규정되어 있다.

3.4 Signals

3.4.1 Upon observing or receiving any of the signals given in Appendix 1, aircraft shall take such action as may be required by the interpretation of the signal given in that Appendix.
- 항공기가 Appendix 1에 규정되어 있는 신호를 확인 또는 수신했을 경우, 해당 항공기는 Appendix에 제시된 신호의 내용에 따른 행동 또는 조치를 취해야 한다.

3.4.2 The signals of Appendix 1 shall, when used, have the meaning indicated therein. They shall be used only for the purpose indicated and no other signals likely to be confused with them shall be used.
- Appendix 1 의 신호는 Appendix 에 명시된 의미로 사용되어야 한다. 신호는 명시된 목적을 위해서만 사용되어야 하며, 이와 혼동될 수 있는 다른 신호를 사용해서는 안된다.

3.4.3. A signalman shall be responsible for providing standard marshalling signals to aircraft in a clear and precise manner using the signals showin in Appendix 1. 
- 신호수/신호원 (Signalman)은 Appendix 1에 명시된 신호를 이용하여 명확하고 정확한 방법으로 표준 마샬링 신호를 제공해야 할 의무를 갖는다.

3.4.4 No person shall guide an aircraft unless trained, qualified and approved by the appropriate authority to carry out the functions of a signalman.
- 적절한 기관으로부터 훈련, 자격 및 승인을 받지 않은 사람은 신호수/신호원 (signalman)으로서 항공기 유도를 해서는 안된다.

3.4.5 The signalman shall wear a distinctive flurescent identification vest to allow the flight crew to identify that he or she is the person responsible for the marshalling operation.
- 신호수/신호원 (signalman)은 운항 승무원이 쉽게 식별할 수 있도록 눈에 잘 띄는 형광색의 조끼를 착용해야 한다.

3.4.6 Daylight-fluorescent wands, table-tennis bats or gloves shall be used for all signalling by all participating ground staff during daylight hours. Illuminated wands shall be used at night or in low visibility.
- 주간에 지상 직원이 신호를 보낼 때에는 형광봉, 탁구채 형상의 신호봉 또는 장갑 등을 착용해야 한다. 저시정 상황 또는 야간에는 불빛이 들어오는 신호봉을 사용해야 한다.
